Dirk Elsen was born in Goirle, the Netherlands. He studied Law at the University of Leiden (the Netherlands) and obtained his Master’s Degree in International Law at the University of Georgia (USA).

From 1985 onwards he held several legal and management positions with the Royal Dutch Shell group of companies in the Netherlands and the Sultanate of Oman. At the beginning of the 1990s, Elsen took up a position as legal counsel with the World Bank in Washington D.C. (USA), where his focus included private sector development and capacity building in Africa and East Asia.

Back in the Netherlands in 1997, he worked for ABN-AMRO bank for five years in structured trade finance and relationship management. In 2002, he became chair of the Executive Board of Directors of SNV Netherlands Development Organisation.
